Tax Court ruled IRS did abuse its discretion in rejecting an offer in compromise proposed by Allen Charles Schenkel. He wanted to make installment payments and said he was willing to pay the full amount of the tax, but not interest and penalties. But his proposed installment agreement amount was less than 2/3 of what he claimed his income minus expenses was (and less than � what IRS calculated), and the total amount he was willing to pay was thousands less than the total taxes due, not including interest and penalties.
